You make my point perfectly. Appraisers are hired by lenders. Lenders are the clients. Housing counselors are supposed to be independent sources of information for would-be borrowers. And I don't understand why two lenders would be paying a counselor? Or why a counselor would be referring a client to a specific lender under any circumstance? That's not there job.
